On iSupplier Portal - ASN Creation - Time Conversion Is Causing Receipts Interface Failure (Doc ID 1987036.1)

Symptoms

On Release 12.1.3 version,

When attempting to create an ASN, the following error occurs:

ERROR
Exception: You cannot enter a shipment date (eg. 08-Oct-2014 19:42:41) that is later than the current date (eg. 08-Oct-2014 14:43:10).

In iSupplier Portal, when a supplier user tries to create an ASN when the client's timezone and the server timezones are different, an error message was being thrown when the current date was entered in the shipped date field.

STEPS TO REPRODUCE
The issue can be reproduced at will with the following steps:
1. Go to shipment
2. Local time, Submit: ASN
3. Now run to convert ASN into receipts.
4. Error message: You cannot enter shipment date that it is later than the current date.
