ACTUAL BEHAVIOR

The Operating Unit is not getting defaulted on Volume Offers

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
(R) System Administrator
(N) Profile > System
Set the following profile options:

OZF:Global Flag for Pricing Related Objects - No at Responsibility level
QP: Security Control - ON at Site level
MO:Default Operating Unit : Vision Operations at Responsibility level

(R) Oracle Trade Management User
(N) Oracle Trade Management
Trade Planning
Offers
Create Volume Offer
Notice that Operating Unit is not defaulting through based on profile option setting.

BUSINESS IMPACT

The issue has the following business impact:
Due to issue, the wrong operating unit could be assigned to the Offer
