Penserver Pay Hist Extract Completes With Error Due To "Timeout While Writing To Dbms_pipe." (Doc ID 1988331.1)

Symptoms

On : 12.1.3 version, Penserver, on development instance

When attempting to process the penserver interface, the following error occurs.
