New WebADI Templates Do Not Allow To Type Or Include Other Formulas (Doc ID 1988378.1)

On Oracle Applications 12.1.3:

Actual Behavior
New ADI templates - does not allow to type or include other formulas after applying Patch

Expected Behavior
Users need to be able to save data/formula in cells outside or headers & lines.

The issue can be reproduced at will with the following steps:
1. ‘Functional Actuals – Single’ template for GL Journals.

Layout : Functional Actuals – Single
Content : None

2. Click “Create Document”. Document is successfully created in Excel. Unprotect the worksheet.

3. Enter any data or formula in any cell outside of the “Header” or “Lines” sections of the worksheet (light blue shaded area of worksheet). Press Enter.

4. Data is not saved in the cell.

The issue has the following business impact:
Due to this issue, users cannot have formula saved in templates.
