Automatic Sample Creation Workflow from Batch Creation Shows Parallelization Error But No Parallelization Could be Found

Symptoms
On : 12.1.3 version, Quality Management Sample Workflow:
Production Samples are not getting created from OPM Batches.
The Production Spec Validity Rule has Create Samples Automatically checked.
The OPM Batch Creation Completed event, oracle.apps.gme.batch.created, workflow GMDQMSMC/GMDQMSMC_PROCESS, is enabled and subscribed.
But when creating batches, samples are not created, and there is the following error on the workflow:
Error in Workflow GMDQMSMC/126023-7174 ORA-20001: Oracle Approvals Management has found parallelization configuration details. The context in which ame_api has been invoked does not support parallelization
No parallelization setup has been found, however. Drilling down on the Process Quality Production Transaction Sample Creation transaction type (transaction type id production_transaction), the value in the Parallelization field shows Serial.
