Time_period_id Value Is Null In Pay_payroll_actions Table For Retropay Process

It is found that the TIME_PERIOD_ID in PAY_PAYROLL_ACTIONS table for the ACTION_TYPE = 'L' which is the Retropay by Element/Enhanced is null.  This is causing some issues when attempting to write queries for custom reports.

Is this a bug?
