Error Making Payments From iReceivables

Symptoms

On : 12.1.3, SEP 2013 RPC + Important Fixes V2 patch

When making a credit card or bank account payment, get the following error:

The payment process failed due to the errors listed below. Please contact your system administrator for further clarification.
IBYIBY_INVALID_INSTR_ASSIGN
INVALID_INSTRUMENT_ASSIGNMENT


ACTUAL BEHAVIOR
---------------
For one customer this works fine.
For another customer who has not made payments before, entering a test credit card, they get the error.

They also get the error nullThe payment cannot be made....... when making ACH payments.


EXPECTED BEHAVIOR
-----------------------
Customer expects payments to be made without issue.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
Query a customer and select an invoice to pay and get the error.
 

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot continue with UAT and make payments.
