On : 12.1.3 version, Customers Module

ACTUAL BEHAVIOR
---------------
When using API HZ_LOCATION_V2PUB.UPDATE_LOCATION and HZ_PARTY_SITE_V2PUB.UPDATE_PARTY_SITE

Case1: Creating a customer using API with active status. Result: Site :Active,Location :Active.
Case 2: Updating the customer using API with active status.Result: Site: InActive,Site Use : InActive.
Case 3: Updating the customer using API with active status.Result: Site : Active,Site use : InActive.

EXPECTED BEHAVIOR
-----------------------
Expect in case 2 the location to be set to Active

STEPS

The issue can be reproduced at will with the following steps:
1. Run API HZ_LOCATION_V2PUB.UPDATE_LOCATION and HZ_PARTY_SITE_V2PUB.UPDATE_PARTY_SITE

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot get correct results with API execution.

Changes

Site Use is not getting updated from Inactive to Active mode.
