Penserver - Salary Extract Zero-filling Reduced Actual Pay Field For All Employees

On : 12.1.3 version, Pensions funtionality on development instance.
Following application of patches 20066028 and 20616861, the Penserver Salary History extract populates the Reduced Actual Pay field (RACTPAY) for all employees. This should only be populated for employees where the ASSPAYCD on the Service History record is R. The extract is populating the field with 000000000.00 for employees not on Reduced Pay.
Customer has had confirmation from MyCSP that the field should be space-filled, not zero-filled, for employees not on Reduced Pay.
The issue can be reproduced at will with the following steps:
1. Create a new PCSPS-eligible employee with a salary record, not on any absence.
2. Run Penserver Service History and Salary History extracts
3. The Service Assumed Pay Code field will be blank (showing not on reduced pay)
4. The Salary Reduced Actual Pay field will be populated with 000000000.00. It should be space-filled.
