Oracle Supplier Network Error XHUB-261 Occurs When There is Duplicate XML Transaction Data or Multiple XML Transaction Data in a Single Transaction (Doc ID 1990578.1)

Symptoms

In Oracle Supplier Network
Purchase Order Acknowledgement is stuck with error and Re-Send does not progress the acknowledge any further.

The Purchase Order Acknowledgement is stuck in retry status. Other transactions including POA's are coming and going as expected.
Users expect that since other transactions are working (including POA's) this one should also get picked up and processed, but it is not.

Transaction from Supplier to OSN to trading partner
Sender ABC
Receiver XYZ

XHUB-4303 HTTP Post First Timeout (This message has been moved to the retry list due to error: Error while posting data : java.io.IOException: Server returned HTTP response code: 500 for URL: <listener url>
XHUB-261 HTTP POST Exception (Error while posting data : java.io.IOException: Server returned HTTP response code: 500 for URL: <listener url>)


STEPS TO REPRODUCE
1. Send Purchase Order from PeopleSoft via OSN to Supplier
2. As supplier send Purchase Order Acknowledgement to OSN
3. Review the POA transaction in OSN transaction status monitor and see it is stuck with the errors
4. Select Re-send in OSN
- it does not make a difference. The transaction is still in retry status.

Other PO Acknowlege transactions worked fine, but this one gets error
