UPK: HTTP Activation Could Not Be Enabled When Installing 12.1 (Doc ID 1990592.1)

When installing Developer Server or Knowledge Center on non-English operating systems, the user is presented with a message that HTTP Activation must be enabled before installation can continue. The installer will attempt to enable HTTP Activation and then will present the user with another message that HTTP Activation could not be enabled, and installation will be halted. This can happen even if HTTP Activation has been enabled prior to installation.
