Shipments are Not Grouped Based on Service Schedule and Involved Party Attribute Using Shipment Group Rule (Doc ID 1990665.1)

Symptoms

ACTUAL BEHAVIOR
---------------
The grouping of shipments based on Service schedule and Involved party does not work as expected.
OTM is expected to group the shipments based on these parameters passed along with Shipment group rule.
But OTM is creating the groups without considering these parameters.

EXPECTED BEHAVIOR
-----------------------
Expect the system to honor the Shipment grouping rule for Service Schedule & Consignee.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

   Rule 1 - Match Service Schedule option Checked
   Rule 2 - Match Involved Party Qualifier=CONSIGNEE

2. Create two Voyages

3. Order Release Created & Planned four shipments.

OR1 using voyage 1
OR2 using voyage 1

OR3 using voyage 2
OR4 using voyage 2

5. Shipment Management->Process Management->Create Shipment Group

Using Rule 1

click on Submit...

Confirmation
Successfully Scheduled

One Shipment Group created for all four shipments.
Expected to have 2 Shipment Group Created each for Voyage 1 & Voyage 2

6. Update the Involved Party on Shipment as Consignee

7. Perform action Shipment Management->Process Management->Create Shipment Group

Using Rule 2

click on Submit...

Confirmation
Successfully Scheduled

One Shipment Group created for all four shipments.

However based on rule, expected two shipment group.
