UPK: Switching to "All Users" in KCenter Results in Error Message

When trying to edit users in KCenter and error message is displayed. This only happens when the number of records to display is set to "See All". When "See All" is selected, it cannot be changed, if trying to revert back to one of the other numbers the same error is displayed.
"You have encountered an unexpected error. Please contact the System Administrator for assistance."
The issue can be reproduced with the following steps:
1. Login to KCenter
2. Navigate to Manager --> Users
3. Change "Records per page" to "Show All"
4. Click the "Edit" icon for any user
5. Error appears
6. Go back and try to set Records per page to anything else.
7. Error appears.
The Event Viewer log displays the following error message:
KCenter: Exception of type 'System.Web.HttpUnhandledException' was thrown.
Maximum request length exceeded.
