Interest Catch-up Invoice Is Selecting Contract Start Date For Exchange Rate Date (Doc ID 1990780.1)

Symptoms

On : 12.1.3 version, Billing Modules

ACTUAL BEHAVIOR
---------------
Catch-up Invoices are using the Contract Start Date as the Conversion Date. This is causing two invoices to be generated instead of one.

EXPECTED BEHAVIOR
-----------------------
Expect the transaction date to be used as is the case on all other invoices.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Book a Contract using a Currency that is not the Functional Currency and
  with a Product that has Interest Calculation = Catchup / Cleanup.
2. Bill that Contract for a few periods and check the Conversion Date for the
  Catchup Invoices. It is using the Contract Start Date.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot generate Catchup Invoices with the correct Conversion Date..
