Submitted Timecards Do Not Go For Approvals When Submitted Out Of Order (Doc ID 1990806.1)

You have a Bi-Weekly approval Period and your Timecard period is set to Weekly.

When the second week's timecard  is submitted before the first week's timecard, the approvals are not triggered. The system is enforcing the timecards to be submitted in order.

Steps to Reproduce:

The issue can be reproduced at will with the following steps:

1. Create a Bi-weekly approval period

2. Create a weekly timecard period

3. Submit week 1 timecard first and then week 2 -> workflow triggers for approval

4. Submit week 2 and then week 1 -> no workflow notification is generated
