R12: After Patch Application User Friendly Error Messages are Not Showing (Doc ID 1991202.1)

Goal

We are  applying the latest patch, when testing, the message that is received either in a form or report is NOT the user friendly message but rather a technical message:

Example:

User Friendly Message:

"Installment reports exist, changing the date may make the report due date inaccurate...."

Error Message Actually Recieved:

"GMS_AWARD_INS_REPORT_EXIST"

Is there some other patch application step we need to take we get the user friendly message?
