Material Status not working for Transaction Types that are Disallowed

Symptoms
ACTUAL BEHAVIOR

We have created a Material Status code = HLD for Hold. The WIP Issue transaction has been moved to the right window under Transaction Types > Disallowed. We then placed a lot of an ingredient on hold by updating its Material Status code to HLD. Created and released a batch of a product with this item as an ingredient. On the Batch Details screen we selected the button "Transact Material", selected the lot that was placed on Material Status = HLD, then clicked the "Transact" button. The transaction was allowed and no error messages were displayed.

STEPS

The issue can be reproduced at will with the following steps:
1. We have created a Material Status code = HLD for Hold.
2 The WIP Issue transaction has been moved to the right window under Transaction Types > Disallowed.
3. We then placed a lot of an ingredient on hold by updating its Material Status code to HLD.
4. Created and released a batch of a product with this item as an ingredient.
5. On the Batch Details screen we selected the button "Transact Material", selected the lot that was placed on Material Status = HLD, then clicked the "Transact" button.
6. The transaction was allowed and no error messages were displayed.
