Orders With and Without Split Profile are Packed Separately by ConOpt (Doc ID 1991573.1)

Symptoms

When planning a mix of orders whose Ship Units have Split Profiles and some that don't (all Order Releases have only 1 Ship Unit), although the orders are bundled together, they are packed separately in ConOpt.
This results in order priorities not being respected: non-splittable orders are packed first but may have a lower prio than splittable orders that are placed subsequently.

The expectation is to have orders whose Ship Units have Split Profiles and some that do not to be packed together in ConOpt.

The result is that the 2 Order Releases with Ship Units without Split Profiles are packed first, even though they have the lower priority.
