Payroll Dashboard: Filters Do Not Work

On Payroll Dashboard in Payroll Readiness, filters do not work, even when only Primary assignment box checked, report displays all data.
Current assignment activity table should only list Primary assignments count. In the Payroll Dashboard, the filters should work.
The issue can be reproduced at will with the following steps:
1. Navigate to Payroll > Payroll Dashboard
2. Payroll dashboard should open with Payroll Readiness tab open
3. Under Payroll readiness section, only check box for Primary Assignments and click Go. This issue happens only if the values is greater than 0, only if there are only some of them. The problem happens also when any of the other boxes are selected.
