HZ_ORIG_SYSTEM_REF_PUB API Does Not Update Inactive ORIG_SYSTEM_REFERENCE to Active (Doc ID 1991689.1)

Goal

You are using the API apps.hz_orig_system_ref_pub.update_orig_system_reference to update the original system references.

This API is not able to update inactive references to active ones.
Whenever you attempt it, the system is throwing the error that created_by_module is required.

If you include the created_by_module in the API input parameter, it is creating a new record instead of updating existing one.

Is this the standard functionality?
Is there anyway to update inactive references to active without creating new ones?
