After Applying Patch 14801510 Receive Lot Already Exists Error On The Material Transaction Interface (Doc ID 1991788.1)

Symptoms

On :  12.0.6 version, Inbound Processing

We applied patch 14801510, which allowed us to perform a Lot Translate using the mobile, to an already existing Lot.  This now is working fine.  
However, we are now trying to do a Lot Translation to an existing lot using the Transactions Open Interface, we are still getting the error below.

 
ERROR
-----------------------
Entered lot already exists in the organization.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Populate MTI and MTLI with required values.
2. Run the Transaction processor.
3. Note the error message, "Entered lot already exists in the organization."

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Cannot perform Lot Translate Transactions into an existing Lot, using the Transactions Open Interface.
