IBTransactionException After Applying Patch 20311216 (Doc ID 1991887.1)

Symptoms

PROBLEM STATEMENT

On : 12.2.1.33.4 version, Runtime UI

After upgrading from Oracle Apps Release 11.5.10 to Release 12.2, users were seeing the following error when attempting to re-Configure an existing installation in iStore:

oracle.apps.cz.utilities.CheckedToUncheckedException: Result set already closed

Support had the Customer apply the new CZ Patch 20311216 and they are now reporting the following version:

oracle.apps.cz.uiserver.engine.BvSession.java 120.17.12020000.3

Now when the Customer tries to re-configure an existing installation in iStore, they are seeing the following error:

oracle.apps.cz.dio.config.IBTransactionException

STEPS

The issue can be reproduced at will with the following steps:
1. Customer Service Responsibility
2. Contact Center (Form)
3. Query the Customer Name in INTERACTIONS tab
4. Attempt to Re-Configure in Install Base
5. Error message pops up
