Pay Button Behaves Differently between "All organization" and "Individual Organization" Pages

Pay Button behaves differently between "All organization" and "Individual Organization" pages when the user navigates under the same setup.
To replicate the issue:
Setup Payment methods under the profile: OIR: Credit Card Payment Method
Navigate to: Page : Account Details and Select -> All Org, the Pay button does not appear.
However, when in the same session, select one transaction and navigate to:
Page : Account Details -> Click on Transaction :
Select All Org ->
Here, the Pay button appears
