In Process Or Incomplete Status Requisition Are Not Getting Cancelled (Doc ID 1992233.1)

Goal

 Upgraded from 11i to R12.2.4. In 11i  was able to cancel the requisition which was either inprocess or incomplete status,
 however in R12 not able to cancel the requisition.
