Social Security Quota Is Calculated On Terminated Employees (Doc ID 1992888.1)

On : 12.1.3 version, Social Security

SS Quota was calculated on terminated employees
The Social Security Quota EE and ER was calculated even though the Days Basis of Quotation is zero and the employee was already terminated. This issue generates a wrong payment for the employee giving them a negative social security quota and a small net pay check

There to be no negative Social Security Quota deduction on a terminated employee's check

The issue can be reproduced at will with the following steps:
1. End Employment Record
Actual 20-JAN-2015
Last Standard Process 31-JAN-2015
Terminate Assignment

2. SOE Report
Daily Salary 1230.00
Vacation Term Pay 206.64
XXX Earnings Minus Taxes 1514.78
XXX Earnings Minus All Ded 1221.69
Double Overtime 123.00

ISR 324.87

Social Security Quota EE 44.86

3. Payroll Process Results
Shows as Complete

4. See a Separate SOE
Tax Deductions -34.60
Total Pay 34.60
Social Security Quota -34.60

5. Run Results
There are no Days Basis of Quotation

The issue has the following business impact:
Due to this issue, users cannot pay these terminated employee's correctly as the Social Security Quota EE is refunding a portion on the ex-employee's last check
