Patch 20232107 Did Not Resolve Issue With W2 Box 18 For New York City Localities (Doc ID 1992891.1)

Doing an Adjust Balance for a New York City jurisdiction code is not adjusting the New York City wages on the W2. The View Tax Balances is correct, the W2 is wrong

That after applying Patch 20232107: ISSUE WITH BALANCE ADJUSTMENTS NOT BEING UPDATED FOR NY CITY WAGES BOX 18, all balance adjustments would be feeding to the W2 correctly

The issue can be reproduced at will with the following steps:
1. Have an employee that lives in one of the five big taxing boroughs of New York City
2. Using the Adjust Balance form, do a City Tax Balance Adjustment for New York City resident
3. Run the Year End Archive
4. Run the Employee W2 PDF
5. See the employee W2 Box 18 wages does not include the balance adjustment done on the Adjust Balance form

The issue has the following business impact:
Due to this issue, users cannot do the balance adjustments, on the Adjust Balance form, and see the New York City Wages correctly on the employee's W2
