Fixed Process Loss not seen on batch when using APS New Batches (Doc ID 1993025.1)

When releasing an ASCP planned order for an OPM make item where there is a fixed process loss assigned to the recipe and using the APS New Batches to convert the fixed process loss is not then assigned to the resulting batch. When creating the batch through the Production Supervisor > Create Documents for or when releasing and converting through the Auto Release of Planning suggestions for APS concurrent program the Fixed Process Loss is assigned to the resulting batch

The conversion through the APS Create Documents form to work the same as the Create Documents for and/or Auto Release of Planning suggestions for APS in respect to Fixed Process Loss of the recipe

The issue can be reproduced at will with the following steps:
1. Create a recipe with a Fixed Process Loss
2. Collect and ASCP Plan, release
3. Convert through the APS New Batches form

The issue has the following business impact:
Due to this issue, users cannot convert batches from a release from ASCP as they cannot use Auto Release of Planning suggestions for APS to covert to batches as a business decision
