How to default a specific ship to location on a Req that is different than the default location associated with the employee record?

 - Changing the Supplier Ship To Site does not give  the desired results, as the employee Ship To record takes precedence
 - Changing the location (unchecking the boxes) for Ship-To and Delivery Location for the location does not give the desired results either, as the employee record takes precedence.
 - Human Resources (HR) is not allowing the employees to be assigned to the other location as they are not physically located there.
 - Changing the value of profile POR : Preferences - Deliver to Location at either site or user level does not give the desired results.

Is there a way that all requisitions for employees in can have a different location than what has been setup in the Employee Assignment record?
