Symptoms
On : 12.1.3 version, Charges UI, APIs, and schema
When attempting to submit Charges, for certain service requests, the following error occurs:

"The Create Order API returned with an error status but no error messages."
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Try to submit Charges
2. For certain service requests, the reported error occurs.
