Depot Repair Error Issuing Material: "Invalid Or Insufficient Component Subinventory/locator information" (Doc ID 1995659.1)

Symptoms

While trying to create WIP job, the following error caused by packages csdvhvjb.pls and wiprqvdb.pls,

ERROR

Error
1.VALIDATION ERROR HAPPENED!
2.Adding the selected Materials to the selected Jobs has failed.Please check the "Pending Jobs and Schedules" form to view the error

In the fnd debug log..

VALIDATION ERROR HAPPENED!
3166114 :Invalid or insufficient component subinventory/locator information for inventory_item_id ***** and subinventory DN RRR


STEPS
------------
 1. Receive an Item into the repair sub-inventory:
  - RO # 1607848
  - Item # 81519
  - Qty = 1
  - Repair Status = Awaiting...
  - Logistics Tab:
  . Return > RTN CONS > Order # 810571517 > Status = Received > Warehouse = SCU
  . Return > SHP CONS > Order # 810571517 > Status = Booked > Warehouse = SCU

  2. Create Repair Job:
  - Repair Jobs Tab:
  . Job Name = CSD909255
  . Item = 81519
  . Organization = Sub Contractors US
  . Job Status = Released
  . Routings => REFERENCE = WUP-REPAIR

 3. In Repair Order > Repair Jobs tab: click on “Execute Job” button

 4. in Technician Portal”: "Issue” the received item (Material 81519) to the Job.

5. Get the error above for the Job:

 Applied Patch 18190491:R12.CSD.B - 12.1 CONSOLIDATED PATCH FOR BUG FIXES BETWEEN DATES 13-DEC-13 TO 05-FEB-14.
