Symptoms

When sending a tender modified after a shipment is accepted from a step tender process, the action fails with
Tender status failure: WKFLW_MODIFY requires SECURE RESOURCES be one of SECURE RESOURCES_TENDERED, SECURE RESOURCES_BOOKED, SECURE RESOURCES_PICKUP NOTIFICATION, SECURE RESOURCES_ACCEPTED, SECURE RESOURCES_TENDER RESPONSE OPEN, SECURE RESOURCES_NO RESPONSE, SECURE RESOURCES_CONDITIONALLY ACCEPTED, SECURE RESOURCES_PARTIALLY ACCEPTED; it is SECURE RESOURCES_WITHDRAWN

This issue is experienced with th following steps:

A. Bulk planned the order
B. Shipment was planned with service provider XXXX
C. Select the shipment and use action -> Shipment Management -> Tender -> Step Tender Shipment
D. Select a step tender time of 2M (leave response time blank)
E. First step tender is sent to XXXX
F. 2 minutes – next step tender is sent to XXX1
G. 2 minutes later – next step tender is sent to XXX2
H. While the tender time is running on xxx2 – accept the tender for service provider XXX1 (Shipment Management -> Online Booking/Tendering)
I. Query the shipment and use action -> Shipment Management -> tender -> Modify Tender
J. The Action fails with the stated error message
