Active Contract was not Picked up by Main Billing for Processing (Doc ID 1996048.1)

Symptoms

On : 12.1.3 version, Contracts Billing/Termination

Active Contract was ot Picked up by Main Billing for processing. This caused no invoices to get generated.

Expected Behavior:
================
Post running the "Main Billing Program" it should create a record in Ar interface table.

The issue can be reproduced at will with the following steps:
1. Run the Main Billing Program
