On : 12.1.3 version, Argentina Payables
When attempting to run the Argentine Turnover Tax Data Upload Verification Report,
the following error occurs.

The issue can be reproduced at will with the following steps:
1. Responsibility: Oracle Payables - Argentine localization
2. Path: Other -> Requests -> Run
3. Run the Argentine Turnover Tax Data Upload Verification Report
A) If the user loads 5 million records from the tax authority and run the validation process
with the following parameters shown below (to validate the data) the process runs for more than 18 hours without finishing.
So this is an issue regarding the performance of the validation process.
It does not seem to be able to process the large amount of data that is received from the tax authorities.
There are more than 5 MILLION records in JL_AR_TURN_UPL_T table.
It has never worked before.
The publish_date in the table is 25th Aug 2014.
Did not truncate (delete) the table before uploading new text file from Gov because it was empty.
The process is being used for the first time.
B) Loadind just 26 records for suppliers the process runs and completes in seconds.
However, the log and output files contain errors that indicate the process was not successful.
The issue has the following business impact:
