XLA Upgrade Driver Error: "Please provide the value for the patches parameter" On a 12.2.x MultiNode EBS Using adop

Information in this document applies to any platform.
On Oracle Applications 12.2.4 version, Upgrade related issues,
when attempting to run the XLA upgrade driver,
the following error occurs:

FUNCTION: ADOP::GlobalVars::_ValidateApplyArgs [ Level 1 ]
ERRORMSG: ERROR: Please provide the value for the patches parameter.
Hint: APPLY in interactive mode is not supported on multi-node environment in automatic form.
Please invoke APPLY in interactive mode on all nodes individually, using appropriate allnodes and action parameters
The issue can be reproduced at will with the following steps:
1. Upgraded the application from a previous EBS release (11i, 12.0, 12.1) to R12.2.4.
2. Added new application tiers nodes for a 12.2.4 EBS multinode topology.
3. Now trying to run XLA Upgrade using "adop phase=apply hotpatch=yes" and specifying XLA driver xla5584908.drv as per the 12.2. Upgrade Guide
The issue has the following business impact:
The XLA Upgrade is failing and the GL data is not converted to be used on the newly upgraded 12.2.4.
Added application tiers to the EBS topology to get multinodes configuration; the issue is happening both with or without shared filesystems
