ACTUAL BEHAVIOR
---------------
When there is a generic Recipe Generation rule (no org specified) with Creation Type as User Initiated, with no org-specific rule, and the formula creation API is used to create a formula, a recipe is also automatically created. This should not occur since the creation type is not Automatic, it is User Initiated.
EXPECTED BEHAVIOR
-----------------------
Creating a formula using the API and a generic recipe generation rule specifying User Initiated should work the same as when creating a formula through the form, or when using an org-specific recipe generation rule; it should not automatically create a recipe.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create generic (blank org) recipe generation rule with Creation Type of User Initiated. Make sure there is no org-specific recipe generation rule for the org in which you are going to create the formula.
2. Create a formula using the formula creation API.
