ADOP Cutover Is Failing With weblogic.socket.MaxMessageSizeExceededException (Doc ID 1996427.1)

Symptoms

In R12.2 while doing adop phase=cutover, cutover failed with the below error:

 weblogic.socket.MaxMessageSizeExceededException: Incoming message of size: '10000080' bytes exceeds the configured maximum of: '10000000' bytes for protocol: 't3'.
