While Creating Change Request, Workflow Step, Assignee List Of Values (LOV) Does Not Show People/Approvers (Doc ID 1996714.1)

Problem

Problem with Change Request page
In Create Change Request page, you are not able to see the Workflow Approvals assigned with an Item.

Steps

The issue can be reproduced at will with the following steps:
1. Check if Workflow is assigned to an Item using the below navigation
Navigation: Development Manager > Item Simple Search > Navigate to People tab > Can see Workflow assigned
2. But you cannot see any workflow assigned, when doing another transaction as below
Navigation: Development Manager >  Create Change Request > Select Change Request Type > Continue
3. Fill in the required details and select an Item
4. Click on Workflow Approval tab, but could not see any workflow assigned for any roles
