On : 12.1.3 version, Excise - Procure to Pay Cycle

ACTUAL BEHAVIOR
---------------
 BOE Screen with Item Independent Flag checked, Amount gets cleared upon save and unable to commit transaction.


EXPECTED BEHAVIOR

BOE Invoices screen shot allow to save the transactions

The issue can be reproduced at will with the following steps:
Raise a boe invoice and when trying to save is not letting to save

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot save the BOE Invoices.
