AGIS Batches Got Stuck (Status: SENT), Unable to Approve, Reject or Change Accounting; Errors Relate to FUN_RECIPIENT_WF or WF_USER_ROLE (Doc ID 1996883.1)

Symptoms

Through normal business flow, many AGIS batches got stuck having status SENT, they may show this Error below. The users are unable to Approve, Reject or Change Initiator Accounting.

The issue occurs intermittently.
