Error When Correcting Receipts In IProcurement - rvtptcontrol Failed - Transaction Quantity Exceeds Available Quantity (Doc ID 1997065.1)

When attempting to receive in iProcurement, the following error occurs.

 Your receipt could not be created successfully due to an unexpected error. Please contact your system administrator with the following information for further assistance.
"rvtptcontrol failed Cannot read value for profile option INV_DEBUG_TRACE in routine &ROUTINE. Transaction quantity exceeds available quantity Cause: The transaction quantity exceeded the quantity available to be processed. Action: Enter the transaction using a smaller quantit Cannot read value for profile option INV_DEBUG_TRACE in routine &ROUTINE."

The issue can be reproduced at will with the following steps:
1. From iProcurement > Receiving TAB > Correct receipts
2. Enter Correct quantity
3. Click next
