Symptoms
On : 12.1.3 version, Colombian Payables
When attempting to open the lov for the Payment City field,
the following error occurs.
FRM-41830: List of Values contains no entries.
The issue can be reproduced at will with the following steps:
1. Responsibility: Oracle Payables - 12.2.3
2. Path: Localization -> Company Applicability
There are no values in the list of values for the Payment City field.
The issue has the following business impact:
Due to this issue, users cannot finish the setup.
