UPK: 12.1. Installation Fails With "System.ApplicationException: There was an error on the server" (Doc ID 1997845.1)

Symptoms

On : 12.1.0.0 version, Server

When attempting a new installation of UPK 12.1.0.0 the following error occurs.

ERROR

2015-03-25 12:47:21 ERROR System.ApplicationException: There was an error on the server. Please ask your system administrator to check the event logs on the server for details about this error.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Run 12.1.0.0 setup.exe as Administrator
2. Select, "yes, scripts have been run" since scripts were run manually outside of the installer.
3. Complete installation wizard
4. Fails with Library Loader error message " ERROR System.ApplicationException: There was an error on the server. Please ask your system administrator to check the event logs on the server for details about this error."

The issue has the following business impact:
Due to this issue, User cannot install 12.1.0.0 selecting, "yes, scripts have been run".
