Error: Total Ordered Amount Across Shipments Is Not Within Min/max Release Amount Limits On Sales Agreement Occurs Entering Order Line (Doc ID 1997915.1)

Symptoms

When attempting to enter sales order line by referencing the sales agreement line, the following error occurs:

ERROR

Total ordered amount across shipments is not within min/max release amount limits
(Sales Agreement Currency: USD, Minimum: ,Maximum: ) on sales agreement line.
Line Number: 1
Debug Log file shows the following:

query blanket header
lock blanket header
Exit cache blanket
Set Qty :15000
Set Amt :-9018.81
Amt Checks
LEAVING OE_MSG_PUB.ADD
ret sts of error

...

lock blanket header
Exit cache blanket
Set Qty :20000
Set Amt :-22584.51
Amt Checks

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login as Order Management Super User Responsibility
2. Open Sales Orders form
3. Enter new sales order line by referencing the sales agreement line
4. Save and error is raised.
