WMS Cartonization Process Always Suggests The Largest Container

Symptoms
ACTUAL BEHAVIOR
When a single order can fit into any one of multiple cartons, the system is suggesting the largest carton to be selected.
Both Doc ID 1642157.1 and WMS user guide state: If there are several potential matches, then the system selects the smallest container...
In Shipping Parameters form, the Minimum Fill Percent Basis is set to Volume. However, Users have tried many different variations of setting the Minimum Fill percent for the containers
and the system still always selects the largest container.
EXPECTED BEHAVIOR
Expect the smallest of available containers to be chosen when orders are cartonized.
STEPS
The issue can be reproduced at will with the following steps:
1. Complete the needed setup for Cartonization.
2. Setup Minimum Fill Percent Basis is set to Volume in the shipping parameters form
3. Create an Order and Run Pick release
4. Review the Cartonization Suggestions
