Issue with Appraisals Notification Being Sent when Vacation Rules are on for the Appraisee

When a vacation rule is in place for the appraisee and when the Main Appraiser shares the appraisal back to the appraisee after giving final ratings,
the notification gets forwarded to the delegated employee. This is a data protection issue.
An appraisee (Employee A) creates an appraisal and sends to the Main Appraiser (Employee B). If the Main Appraiser (Employee B) has a vacation rule set to 'All' to Employee C,
a notification regarding the Employee A's appraisal does NOT get forwarded to Employee C. The notification instead goes to the Main Appraiser and ignores the vacation rules.
This is what customer is expecting and this is fine.
Next, the Main Appraiser then gives the final ratings and shares with the appraisee.
The problem arises if the Appraisee (Employee A) has a vacation rule set to 'All' for Employee D when the Main Appraiser gives the final ratings. A notification of the whole Appraisal
gets sent to Employee D (whilst Employee A is on vacation). This notification should NOT have been forwarded to Employee D, as this is a data protection issue
Just like the way the vacation rule has no effect when the appraisee shared the appraisal with Main Appraiser, the vacation rule should HAVE been ignored when the Main Appraiser
gives the final ratings and the notification is sent to the appraisee.
The issue can be reproduced at will with the following steps:
1. Employee A is the appraisee and employee B is the Main Appraiser.
Create a vacation rule for the Main Appraiser (Employee B) to send the workflow notification to Employee C. Either Transfer or Delegate option can be used.
Create a vacation rule for the Appraisee (Employee A) to send the workflow notification to Employee D.
2. Login as Employee A.
Create a standard appraisal and share it with the main appraiser.
3. A notification is sent to the Main Appraiser even though there is a vacation rule in place for main appraiser.
4. Main Appraiser completes the appraisal after giving final ratings and submits.
6. Then the notification gets sent to the employee D based on the vacation rule for the appraisee.
