On : 12.1.3 version, US Payroll Tax Issues

ACTUAL BEHAVIOR
---------------
When the employer is paying a portion of the of the employee's Hawaii State Disability Insurance (SDI), the system is not using the $951.23 wage base limit in the employee tax calculation

EXPECTED BEHAVIOR
-----------------------
The Hawaii SDI tax withheld to use the Wage Base Limit and the Employee Override percentage when calculating the actual tax to withhold from an employee's check

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Change the Hawaii SDI Employee Override rate to .25% as the employer is paying a portion of this tax
2. Run the payroll for one of these employee's
3. See the override tax rate is used but it is being used against gross wages and not using the 951.23 wage base that is also part of this calculation
