Symptoms

Executing EGO_ITEM_PUB.PROCESS_ITEM will null out the value in SERIAL_TAGGING_FLAG regardless of value or that this attribute is not intentionally being updated.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create API wrapper that updates any attribute except SERIAL_TAGGING_FLAG.
2. Execute the API
3. SERIAL_TAGGING_FLAG is set to NULL regardless of value
