Policy Violation is not getting triggered for Accommodation Category

We have enabled the "OIE:Enable Policy" to Warn Users at the OIE responsibility, but system is not triggering policy violation in the review page for location cities that we don't define rate in schedule.

The issue can be reproduced at will with the following steps:
1. Create schedule rate for city A in United States and at country level for United States
2. Assign the schedule to a expense type
3. Create expense report with above expense type and select a location that is not defined rate in the schedule, we see the warning on the Details page, but Review page has no warning.

The issue has the following business impact:
Due to this issue, users cannot see the warning in the Review page.
