ACTUAL BEHAVIOR

Customer is unable to add Knowledge Management Categories within EMail Center Knowledge Tab

EXPECTED BEHAVIOR

Categories should be able to be quickly added.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Email Center Administrator -> Email Center Administration -> Knowledge Base -> Documents -> Categories

The issue has the following business impact:
Due to this issue, users cannot add categories in IEM
