Journal entry Error - You Do Not Have Access To This Account ( From Specific Responsibility) for newly added BSV value. (Doc ID 1999169.1)

Symptoms

In Oracle General Ledger (GL), 12.1.3 version when attempting to create a journal using a newly created Balancing Segment Value (BSV) the following error occurs:


ERROR
-----------------------
This balancing segment value is not valid for the current ledger.

EXPECTED BEHAVIOR
-----------------------
Expect to be able to create journal entries using BSV this new BSV

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create journal for ledger that the new BSV was added.
2. Enter account using this BSV.
3. The error occurs

DATA ACCESS SET DEFINITION
----------------------------------
This issue is only being seen in the responsibilities that have a Data Access Set (DAS) assigned that is defined
to have BSV specific value access and the Ledger is assigned and defined to have access to ALL BSV values.
This DAS was defined and in use prior to the new BSV value being created and it is expected that as the DAS grants
access to ALL BSV values that any new values will be automatically added to allow access to them.


Changes

 An new BSV value was added to a ledger that is currently existing and is granted access by a DAS defined to
allow access to specific BSV values. The ledger is defined to allow ALL BSV values in this DAS.
